Robert "Rob" Toyer

Robert “Rob” Toyer Jr. has over thirty-two years of law enforcement experience. He began his law enforcement career with the Orange County Sheriff’s Department (OCSD) and retired in 2016 as a Motor Sergeant, overseeing approximately thirty motor officers. Throughout his career with OCSD, Rob worked on various assignments, including custody, patrol, SWAT, Training, Defensive Tactics Instructor, and undercover details. Rob is the Director Security/Public Safety for Goldenwest College in Huntington Beach, California.
Rob has a Bachelor of Arts degree in Criminal Justice Management from Union Institute and University in Los Angeles, California. He is also a graduate of the California Peace Officer Standards and Training (POST) Master Instructor Certification Course (MICC), class #9. As part of Rob’s POST MICC course program project, he was instrumental in redesigning the Academy Director/Coordinator Course. Rob has been actively instructing, for the last 32 years.
When not at work, Rob is very involved in his Church, where he holds a leadership role, with direct oversight over the congregation, numbering in the 250 range, with specific attention to the youth program. This leadership role includes mentoring and providing examples of how to be productive citizens in the community as they are growing up.
Rob is very active in martial arts and gives back to the community by providing “Self-Defense” seminars for members of his church, women’s seminars, and for the youth. He is definitely a family man, with five daughters, and so far, four grandkids.
