Edwin Olavi retired from the California Highway Patrol after 28 years of service in November, 2023.  Edwin spent the majority of his career working protection and investigations related to the security of State’s elected officials, constitutional officers and appellate and supreme court justices.  During his career, he was involved in the protection of Governors Newsom, Brown, Schwarzenegger and Davis.  He is the only individual who has protected governors during California’s two recall elections in 2003 and 2021.  He also participated in the protection of several visiting United States Governors, Presidents Biden and Trump, Vice President Harris, the 14th Dalai Lama and other visiting VIPs.  Edwin has been the lead advance officer for several high profile events both domestically and internationally, and has worked in conjunction with the United States Secret Service.  Edwin has extensive training, background and expertise in the fields of threat assessment, covert & overt protection, domestic & international advances, motorcade operations, counter terrorism, intelligence, surveillance, identity theft, vehicular homicides and conflict resolution.  For over a decade, Edwin was one of the primary instructors for California Highway Patrol’s Protection of Public Officials Course and has trained protection professionals worldwide.  Edwin holds an advanced certificate as well as an instructor’s certificate from the California Commission on Peace Officer Standards and Training (POST).  He is a graduate of Robert Presley Institute of Criminal Investigation and Gavin de Becker’s Advanced Threat Assessment Academy.  During his career, Edwin has testified in several criminal cases and has managed hundreds of individuals with negative direction of interest toward those under the protection of the California Highway Patrol.  He has consulted on threat assessment investigation with local jurisdictions as an expert.  Edwin has also presented at the annual Association of Threat Assessment Professionals conference in Anaheim, CA.

After the terrorist attacks of September 11, 2001, Edwin was assigned to a multijurisdictional task force with State Department of Justice and collaborated on several counter terrorism cases with Federal Bureau of Investigations Joint Terrorism Task Force (JTTF).

Edwin has attended numerous hours of training provided by local, state and federal agencies in investigations, interview and interrogations, threat assessment, crime scene investigations, counter terrorism, incident management, surveillance, warrant service and high risk building entries, motorcade operations, explosives detection, event advances, infrastructure protection, counter surveillance, emergency response, active shooter response, workplace violence prevention, path to intended violence, accident investigations, racial profiling, courtroom testimony and tactical communications.
